02How should the intended shorts length be communicated?

Provide inseam and outseam measurements together with the rise position and a front, side and back reference. A visual alone can be misleading when the waist position changes.

03Can shorts use the same block as matching trousers?

They may share a starting waist and rise framework, but the shorter length changes thigh ease, leg opening, pocket proportion, hem balance and visible coverage. The shorts sample should be reviewed separately.
